Kim Quirk brings a long career in corporate communications to her roles at the Chamber. She's also dedicated to developing community leaders through her long relationship with Leadership Richardson. Kim has been active in the North Texas community for more than 25 years. She was on the board of trustees for the Richardson Independent School District for nine years, where she served five terms as president.

Bill Ballard has been on the Richardson Chamber staff for 6 years and brings more than 25 years of experience in all areas of executive and corporate leadership, business development, inventory and staff management, vendor relations, strategic planning, and implementation. He has 22+ years of experience as a Dallas-based small business owner and spent 3 years building a successful startup tech and service-oriented business. He and his wife Erin have four children: William, Townes, Caroline and Louisa. Bill graduated from Trinity University and is a lifelong resident of the DFW area.

Mallory Crumb

Mallory Crumb works with the Small Business Community, Women in Leadership and Workforce Development committees to produce high-quality and educational programs that help support the Chamber members and community. She also produces the Annual Meeting and newly reformatted EDGE (Economic Development, Growth and Entrepreneurship) Awards that highlights Richardson companies and individuals for their outstanding achievements and community involvement. She is a Dallas native and studied hotel and restaurant administration at Oklahoma State University. She has been working in the event industry for 10 years; previously with Gleneagles Country Club, NYLO Hotels and Two Sisters Catering. Outside the office, she loves spending time with husband Jake, puppy Mia and two adorable daughters.

Johnette Alter

Director of Public Policy, Board Relations & Governance

Johnette Alter serves as the Chamber’s Director of Public Policy, Board Relations and Governance. She works with the Public Policy Committee to develop programming, facilitate discussions on issues impacting the business community, and support the Chamber’s advocacy efforts at the local, state and federal levels. She also manages board relations, governance processes, and strategic planning initiatives that support the Chamber’s leadership and long-term success.

A veteran of KERA, North Texas’ PBS and NPR station, Johnette brings more than 20 years of experience in communications, public affairs, community engagement, fundraising and nonprofit leadership. She is a two-time Emmy Award-winning producer and an active community volunteer. Over the years, she has served in leadership roles with numerous civic, educational and nonprofit organizations, including the University of North Texas Radio, Television and Film Advisory Board, Plano ISD’s District-Based Improvement Committee, and the Undermain Theatre Board, where she previously served on the Executive Committee. She is a graduate of Leadership Richardson Class XXXVIII.

Deborah Post

Manager of Accounting and Human Resources

Debbie Post keeps the Chamber in order fulfilling many roles, including accounting, HR, and office management. She joined us in early 2020, coming from Mississippi, where she had several years of experience in billing, payroll and insurance, and also experience as a case manager for a correctional facility. Her Shih Tzu Charlie keeps her busy in her spare time.

Noah Frey

Noah Frey works with the Ambassadors and Richardson Young Professionals committees to lead events and hold ribbon cuttings for members. A Richardson native, Noah attended Loyola University of Chicago, earning degrees in Marketing and Sports Management. He then spent 3 more years in Illinois, beginning his career before moving back home in June 2023 and joining the Chamber team.
